Learners: Are the primary stakeholders in the curriculum they make or unmake the curriculum by their active and direct involvement.
Teacher: He writes the a curriculum daily through a lesson plan, unit plan or yearly plan and prepare activities for the student to do, he address the goals, needs and interest of the learner by creating experience.
Curriculum Managers and Administrators
Supervise curriculum implementation, select and recruit new teachers, admit students, procure equipment and materials needed for effective learning etc.
Parents: Are the best supporters of the school, the success of the curricula depends to some extend on their support in paying for their children education.
Community Members: Respected community members may be included in school boards; they can provide local and indigenous knowledge in school curriculum.
Professional Organizations
They contribute to curriculum review since they have a voice in licensure examination and have better view of the industry where the graduates of the curriculum go.
Government: Ministries of education at various levels have regulatory powers over the implementation of the curriculum.

Overloading of the already comprehensive curriculum contents
Insufficient funds to sustain some good materials developed in recent
times.
Lack of political commitment and sensitivity to the demands of educational programs.
Lack of supervision and coordination
Inadequate and untimely release of approved funds.
Rapid changes in leadership (government and educational administrators.
Corruption
Compromise during implementation
Inadequate involvement of sub-specialist
4. - There is need for regular value orientation and re-orientation
- There is need for honest pursuance of curriculum policies.
- Sufficient fund should be made available.
- More emphasis should be place on practical application of knowledge necessary for employment.
- Stakeholders should be fully involved in education reform and curriculum change.
- Conferences should be organized to aid information dissemination.
- Corruption should be avoided.
5. - Disparity between educational policy and the implementation.
- The clamour by Nigerians for self (Selfish interest)
- Gender discrimination and domination.
- Political friction.
